Citizen panel takes hard look at casino initiative

Hearings in Salem focus on cutting through ‘political noise’

A statewide Citizens’ Initiative Review will focus its first efforts on Oregon Initiative Petition 76, which would allow a non-tribal casino to be constructed at the former Multnomah Kennel Club facility in Wood Village.

The review panel sponsored by Healthy Democracy Oregon, is an effort to provide voters with clear and trustworthy evaluations of statewide ballot measures. Two panels of 24 Oregon voters from around the state will review the ballot measures during two weeks in August.

A second measure to be reviewed will be announced next week.

The reviews are scheduled in Salem Aug. 9 to 13, and Aug. 16 to 20. They are open to the public.

Panelists will listen as advocates and policy experts present arguments and information about the ballot measures. After five days of testimony and deliberation, the panelists will craft a “citizens’ statement” to be published in the Oregon Voters Pamphlet. The statement will detail the most important information and “key findings” about the measures.

“By selecting this measure to review – which has significant fiscal impacts and is also quite complicated – we hope to give voters a chance to sort through the political ‘noise’ with reliable, valuable and useful information,” said Elliot Shuford, Healthy Democracy Oregon co-director.

That is all we need is another place to gamble. Maybe they should do a census on how many people have committed suicide because of there gambling problem. How many kids sit at home alone while there parents are out gambling all the household income. How many kids go hungrey because there parents gambled the food and rent money for the month.

There's a great mythology created by casino developers that gambling will, "against all odds", make things better. It doesn't matter if it's the bookie behind the curtain, or the governor in Salem, that's running the game. Casinos are predatory by their very nature, and their victims range from neglected children and families, to bankrupt employers, to thieving employees. They're a blight, and an expense, on our society. I'm not concerned about anybody's "morals", I'm concerned about the financial cost to our state, our towns, our neighbors.
