A 22-year-old Sherwood man was arrested by police on Wednesday, charged with taking under-skirt photographs of unsuspecting women at Sherwood’s Target department store.
Police were notified by store security last week that an unidentified man had been recorded previously on store surveillance cameras in the act of taking photos under women’s skirts as they were shopping. Store security personnel alerted police on Wednesday that the man had returned, according to Sherwood Police Capt. Jim Reed, a police spokesman.
Police responded, taking Matthew William Navaie into custody, charging him with four counts of invasion of personal privacy, a misdemeanor. During his arraignment Thursday, Navaie was also charged with four counts of first-degree contributing to the sexual abuse of a minor based on images found on Navaie’s home computer. Reed said the images discovered involved child pornography.
Navaie was lodged in Washington County Jail in lieu of $20,000 bail.
Anyone with information concerning his actions or believing they may have been a victim is asked to call their local police department.
FYI, I saw the video. It was a side view of an unrecognizable anonymous woman bending over and looking at something. It would be impossible to identify or recognize this woman from the video. Possibly the victim herself might be able to recognize herself only because she would remember bending over to look at the item in the video. After seeing the video myself, I can't see that they did anything wrong by releasing the video. By viewing the video you can only tell what is happening, but as far as recognizing the victim, it could easily be any woman out of millions. You can't see her face.

Please send donations to the Washington County Victims Rights Fund so this female victim can purchase a Burqa. Look, here's the issue. The public wants crimes solved. There's no question about this. But when a crime involves shame or humiliation, the PD needs to read up on NATIONAL VICTIMS RIGHTS issues and learn from other precincts that deal with these type of crimes more often than Sherwood. It's called sensitivity training and Sherwood PD desperately needs it. Putting this video out in the public so quick showed inappropriate and hasty decision making.

FYI: Oregonlive.com and NWCN.com just reported that the Sherwood PD voluntarily released a moving video of a female victim in this sick story in order to inform her of her victim rights. Again, another aggressive response from this dept! We, the public, did not need to see a moving video of this poor victim, who will now be humiliated for the rest of her life! Why didn't the PD simply release a " still shot" with her face blurred ? The people that know her could have identified her this way without public embarrassment!!Who made this poor decision to humiliate this victim? Very bad judgment on behalf of this PD.
